OOOOa Requirements

40 CFR part 60 Subpart OOOOa applies to all new well sites or sites modified after September 18, 2015. A site is considered modified if a new well is drilled at an existing well site or a well at an existing well site is reworked.

The regulation requires proper state-level air permit reporting, storage tank controls, fugitive emission leak detection and repair (LDAR), and annual reporting.

OOOOa State Level Air Permitting & Storage Tank Controls:

OOOOa requires certified storage tank emissions to determine applicability with each single storage vessel with a Potential to Emit (PTE) greater than or equal to 6 tpy of VOC emissions.

If your storage tank has the Potential to Emit (PTE) greater than or equal to 6 tpy of VOC emissions, you have to reduce your emissions by 95 percent.

OOOOa Fugitive Emission Leak Detection and Repair (LDAR):

Requires a company-specific monitoring plan and semi-annual Optical Gas Imaging (OGI) survey of all fugitive emission components at each OOOOa applicable well site.

Annual Reporting:

OOOOa requires an annual submittal to the Compliance and Emissions Data Reporting Interface (CEDRI). The report covers the record-keeping and reporting requirements of all OOOOa applicable well sites.
